J&K Higher Education Department Announces Part-Time Ph.D. Policy For Faculty
May 31: The Higher Education Department of Jammu and Kashmir has established a structured framework to support College Assistant Professors and Associate Professors in pursuing part-time Ph.D. programs while maintaining their teaching and professional responsibilities.As per an order, the Director Colleges, J&K, will invite applications annually on March 1 from faculty members through their respective Principals.Applicants must include a detailed statement of purpose, a plan for managing their workload, and receive Principal approval.Thereafter, a committee, including the Director Colleges and two Nodal Principals, will evaluate applications based on potential impact on teaching and institutional duties, permitting up to 10% of faculty per subject per year to register for Ph.D. programs from Recognised universities.
In supersession of all previous orders issued on the subject, sanction is hereby accorded to the notifying of the policy regarding permission for pursuing part time Ph.D by the college faculty members of the Higher Education Department with an aim to provide a structured frame work for supporting College Assistant Professors/Associate Professors in pursuing part time Ph.D while maintaining their teaching and professional responsibilities effectively as per the process below
1 The Director Colleges, J&K shall issue a notification every year on 1st of March, seeking application from the Faculty members wishing to pursue part time Ph.D
2 Faculty interested in pursuing the part time Ph.D shall apply to the Director Colleges, J&K through the Principal of their respective Colleges.
3. Faculty shall include a detailed statement of purpose outlining the proposed research area, motivation for pursuing Ph.D and potential impact on teaching and departmental responsibilities in the application.
4 Faculty should provide a tentative plan for managing the workload during the Ph.D programme, including strategies for balancing academic and professional commitments duly signed by the Principal concerned.
5 A Committee comprising of the Director Colleges, J&K and two Nodal Principals will assess the potential impact of the Faculty’s Ph.D on their teaching and institutional responsibility and make recommendations to the Higher Education Department strictly in order of seniority on the following parameters:-
a Assistant Professor/Associate Professors shall register himself/ herself for Ph.D from the Universities recognized by the UGC within one year from the date of issuance of permission.
b. Only 10% of Assistant Professors/Associate Professors in each subject shall be allowed to register for Part time research in a financial year outside and within the UT
c. The Assistant Professor/Associate Professor who are allowed to register for part time Ph.D shall carry on research work after the working hours of colleges and on holidays as well as during the vacations
d Extraordinary Leave, Leave without pay and Leave whatever kind due to the Assistant Professor/Associate Professor shall be allowed as per the requirement of the research due to him/her to the maximum of six months The Assistant Professor/Associate Professor shall furnish a tentative leave schedule while applying for leave
e Part time research in Science shall be allowed only in favour of those Assistant Professors/Associate Professors whose supervisors certify that they can carry on experimental work/field studies at their places of posting
f The Assistant Professors/Associate Professors shall furnish an undertaking to the effect that he/she will serve in the Department for at least 05 years after completion of the Ph.D programme
Besides, the Committee headed by the Director Colleges, J&K shall also scrutinize the cases where Faculty members have completed course work/residency period prior to joining in the Department and recommend such cases of the faculties who have completed their probation period or after rendering at-least two years of service, whichever is earlier for conversion into part time Ph D
